abilities:
As Waver is only a third generation, his magic circuit and crest are considered the lowest level as far as quality and abilities are concerned. Due to this, he lacks the prerequisites to practice mage craft at the level of his peers. While he has improved his abilities since he was young, he still would be little good in a confrontation against most other mages. They would, without a doubt, easily kill him if he couldn’t figure out a clever way out of a situation. The list of what he is known best for is as follows.
Hypnotic Suggestion: He is capable of low-grade hypnotic suggestion, as seen in the Fate/Zero series where he makes an old Canadian couple in Japan believe he’s their grandson from abroad while he needs a place to stay during the grail war. However, due to his low skills, it must be re-enforced frequently as some information missing from the spell could cause it to fail. Waver feels like he’s something of a failure for not being able to make the spell last. ((NOTE: This will have a special permissions space in my permissions. He doesn’t really seem to use this anymore, but I am including it since it is something he knows.))
Mystic Code: As Lord El-Melloi II, he carries a case of cigars that act as his ‘Mystic Code,’ they are all put together by him and there are quite a few varieties with different effects depending on his need at the time. There are cigars for defence, for creating a ‘bounded field,’ for stabilizing the mind, and for activating magic circuits. Ironically, the younger Waver couldn’t handle the smell of smoke or alcohol. However, he panicked when Reines informed him he would be taking on the title of Lord El-Melloi until she was old enough to take the position and that he would need a mystic code. Cigars seemed like something that would make him seem more lord-like, and so that was what he went with.
Observational Skills: He possesses a very keen eye and a mind for interpreting and picking apart the finer points of something to unravel its mystery. This means by observing how other mages work as they display their own specialized mage-craft, he essentially figures out how it works rather quickly. This is seen as a bad thing and described by both his old teacher Kayneth and (his now student) Luvia that all he does by understanding the mystery behind someone’s mage-craft is destroying it. Because by understanding it so completely, he could make it less potent, especially if he spread such knowledge around to the point that it is well understood by a large amount of people.
That said, there are benefits to this. He could assist in changing the mages’ thinking, and help to fine-tune their methods or make improvements. He could also, of course, break the method down to its basics and rebuild it with his own ideas and improvements, different enough to patent himself to make money to put towards paying off his debt. ((NOTE: I have included this in his special permissions post, as I do not intend to have him figure out/talk about how someone else's magic/abilities might work without their permission and interpretation of how it works.))
These observational abilities also come in handy when called to investigations. He knows enough to focus on the ‘whydunit’ as opposed to the who or how. Because a crime committed by a mage could be committed in any number of ways with very little chance to narrow it down based on that alone, and the why eventually leads to the who.
Skilled at teaching: Waver discovered his worth as a teacher upon returning from his world travels to the Clock Tower, having the desire to fill the space left behind by his teacher, who died in the grail war. He feels responsible for the man’s death, given his rash decision to steal the piece of Iskander’s mantel to prove to his teacher that he could be a great mage himself. He feels that if Kayneth had entered with the summon he was originally meant to, he wouldn’t have died (That said, Kayneth’s younger sister knew that he would have died regardless, as he wasn’t suited for combat compared to other mages. She does, however, take advantage of Waver’s guilt and doesn’t explain this). So, after having matured a lot between the way the fourth grail war ended and his travels after that, he returned and took out a loan from his friend Melvin Weins to purchase the empty class.
There, he discovers that he actually has an innate talent for nurturing the abilities of others. For three years before even being pulled into the position of ‘Lord El-Melloi II,’ he carried the class and presented results that no one else would have expected. Where the greatest known teacher at the clock tower was known to cripple or traumatize their most promising pupils, Waver’s learn at increasingly impressive rates simply by his guidance and lectures (even if some students are... more challenging than others...). Impressively (though inspiring jealousy in him), every one of his students rises to incredible heights and achieves no lower than the impressive ranks of “Brand” or “Pride” within a decade.
Alchemy:
He is capable of using basic alchemy and often carries solutions in vials in his pockets while investigating a case. He uses them most often to find trace elements of mage craft in water or blood that might present a clue to solving something, like giving him an estimate of a time of death or time of a crime depending on the concentration of magical energy remaining in traces of blood or other substances left behind.
Personality:
While Waver has gained a lot of maturity in the time since his experience in the Fourth Grail War, he still has a cowardly streak in him. He is painfully aware of how easily he could be killed by other mages, considering his subpar magic circuits and young lineage. He more often masks his fear behind a blank expression to a severe frown these days instead of freaking out or crying (though he will break down behind closed doors). He constantly struggles to keep his fears from keeping him from acting as it might have in the past. He wants to be a better person than he was in his youth, wanting to be worthy of being considered one of Alexander the Great's subjects.
On top of that, he often doesn’t have the luxury of retreating. He owes two great a debt to some people, and if they send him somewhere with a purpose, he has to see it through. So, instead, he tries to mask his fear and press forward (though it often manifests in him shaking visibly if one is paying attention). He most often talks a big game around those who mean ill. He will act overconfident or come up with elaborate and believable bluffs to keep a foe’s attention until someone with real power can arrive to help.
Truly, Waver tries to act the part of ‘Lord El-Melloi II’ and present a facade of a person with noble upbringing and impressive standing in the mage community. Even if he’s only a ‘seat warmer’ until Reines is old enough to take her rightful place at the Clock Tower. Even as other lords and mages of great power throw insults and admonish his ‘Theory of Modern Mage craft’ class, he keeps a straight face and acts in a respectable manner. That said, it’s a pretty big challenge. Waver is still a very dramatic an emotional man at times. Prickly and easily ruffled by some people, and prone to reaction no matter how much he tries to contain it. Some people or comically painful situations will always be able to push his buttons.
He’s quite good at holding a grudge in these situations, and will not hesitate to look up various ways to curse someone or something that has upset him if he doesn’t expect there to be a rebound coming back at him for it. Though... He has been known to accidentally utter empty curses behind closed doors about the other lords at the clock tower, and accidentally ended up with a low-grade rebound curse to inconvenience him.
Although even his anger has its limits and deep down, he has a very kind, soft heart. An example would be in the situation with the annoying cat that Gray kept feeding when it makes a habit of getting into his apartment (though one can note that he left the windows open), it scratches up furniture and tries to make off with his shoe which results in him hurting his already injured foot further. Waver immediately begins going through books on how to cast curses, with a petty tone as he ignored how ridiculous the desire was. But never actually acts upon it, instead focusing on his next days lesson plans. The next morning he happens upon the cat severely injured and despite is voiced complaints, cradles the creature in his arms and carefully brings it back to his study to treat it through the entire evening in an attempt to help it, despite his lacking talents in healing magic. He refuses to eat or change while it’s in his care, displaying a particularly soft-hearted side that few mages possess. Most would simply ignore such a thing and move on.
He considers life precious, and is often stricken with the feeling of failing when faced with the loss of those around him. Either by failing to figure out something before it’s too late, or not quite making it in time to stop someone else from doing something terribly stupid (like sacrificing themselves and giving themselves to the fairies to put an end to their family’s mistakes). Despite his cowardly nature, he is very quick to put himself between someone and a blow from some spell or creature rather than staying out of it for his own good.
Waver is quite soft around children as well, both his students on occasion (when they aren’t annoying him or potentially poisoning the class by stupidity) and the children of mages he meets during cases. This likely stems all the way back to the grail war. In Iskander’s company, they discover the caster-class spirit and their master’s (a local serial killer at the time) workshop in the sewers where they used children kidnapped through the city in their experiments, magecraft and creative projects. The horrors he saw that night were an eye-opening experience to the cruelties that many mages wouldn’t think twice on. It leaves him with a deeper understanding of how dangerous mages who have abandoned their consciences and sense of decency can be, even towards innocent youth.
Years later as Lord El-Melloi II, he often shows a particular kindness to those younger than him, either his students or other young members of mage families. Such as Rosalind Istari, during the case of the Castle of Separation Adra, where she is trying to drink tea like an adult but finds it too bitter to enjoy. When everyone tries to tell her she should add cream, she puts him on the spot to ask if would really be proper to do it. He gives her an elaborate explanation on how proper ladies and gentlemen take their tea with cream and she should add as much as she wants. He ends up having to brush off Gray’s notice of his indulgent, kind-hearted response. Another example being his student Mary Lil Fargo. When called upon to get to the bottom of her father's death, he realizes after everything is said and done that Mary likely knew her father's experiment would end in his death. When she asks why he wants to know and what her answer would mean, he simply states he wants to know the 'whydunit' of the case and that there is nothing he would do because he has 'no proof' anyway. Leaving her to her freedom with a brief word of thanks.
It has been noted by many that despite desiring to be a great mage himself, who understands that being as such often means becoming a monster for the sake of their craft, has made his goal and life ultimately harder on himself because he refuses to let go of his humanity. He is, without a doubt, too kind to be a mage despite his outward attitude.
Even in his adult years, Waver is something of an introverted loner who has a hard time connecting with people. The amount of people he seems comfortable talking with can be counted on one hand, even if he’s constantly forced into situations where he has to socialize with others quite often in order to pay back his debt. If Waver had it his way, he’d spend most of his time locked away in a room with books, researching mage-craft and writing papers. Or... Playing video games as a hobby picked up from his time with Iskander, having become addicted to them and enjoying the nostalgia he gets from his time with the spirit during the grail war. Either way, the man could be described as a nerd quite easily by anyone who happens to get to know him well.
He’s very much a creature of habit and he does not appreciate interruptions to his routine. Whether it be someone pulling him away from research for class plans or grading his students work to go off on some bothersome trip, someone interrupting his gaming, or a location that he frequents closing down, even a slight inconvenience can throw off his entire mood. It makes him irritable and far more likely to argue or complain about how stupid something is, easier to lash out because he’s been thrown off balance himself. This can get him in trouble to varied degrees depending on the situation.
That said, even with his easily fouled moods and prickly responses to inconveniences? He inspires an incredible loyalty from his students and those he meets. Even those who dislike him tend to find themselves changing their opinion or softening it once they get to know him beyond a surface level, and either go out of their way to help him or seek his tutelage. It is said that if his students all got together and rallied around him, the entire dynamic of the Clock Tower itself could be altered.
But Waver is content to simply continue on the path he's set for himself, and is still so very caught up in the past and his desire to see Iskander once again. He hangs onto the relic that summoned the spirit in hopes of entering the grail war again, with no other intent other than to show the king how he’s changed and grown thanks to him. Turning down advances from others and unable to return the feelings of those who confess, all because he wants to see the man again one day. Even as he’s moved forward with his life, having changed and improved. Becoming an intelligent, observant and more humble man since the years he was only a bratty, narcissistic mage he used to be when he was a student, he still clings to the memory of Iskander and his promise to the king to live and one day tell him his story.
This is something he needs to move past and accept that it might never happen, especially as it is said that heroic spirits do not retain memories from the prior grail war they're summoned. So even if he gets to see the man again, it's very unlikely that he'll remember meeting him and their time together.
